AVgroup conducted a training for the Zaporizhia City Council: How to prevent and combat gender-based violence and harassment at work

On December 17, 2021, within a project with the International Finance Corporation, online training was held for representatives of the Zaporizhia City Council and municipal entities: Eluash, Zelenbud, and Zaporizhelektrotrans. The event was attended by 39 people from various departments of the above bodies.

During the day, participants learned about key terminology, analyzed international and Ukrainian legislation in the context of gender-based violence and harassment, discussed business cases, and conducted a baseline risk assessment in future projects.

In addition, participants reviewed the Policy on Preventing and Combating Gender-Based Violence and Harassment: Code of Conduct, Complaints Mechanism, and Incident Investigation.


Gender-based violence and sexual harassment is a complex term that includes a number of kinds of harmful acts, including sexual exploitation, violence, and harassment; physical and/or psychological violence, and financial abuse.
The next step in the collaboration is to develop templates for the above documents and build a mechanism for receiving complaints from internal and external stakeholders of each project, - says Christina Biliakovska, Social Management & Communications for Sustainable Change specialist. - After that, the communication component will play an important role so that each employee knows how to act in case of an incident.
As a result of the training, participants created a roadmap for developing a mechanism to combat and prevent gender-based violence and harassment in future projects.

It will be recalled that in June 2021, IFC and Zaporizhia signed a loan agreement, which provides funds to finance the necessary infrastructure improvements. The loan will be used for six sub-projects related to the implementation of the smart city platform and the upgrade of public transport.

Subprojects also include investments in the renovation of the public park, the purchase of new trolleybuses, buses, and the rehabilitation of roads.
